These brackets do have the recess for the mounting bolts so you will need internal hex head screws to mount them. They will sit flush with the outside of the bracket so it really is imperative you get the bolts with the brackets otherwise you may have trouble getting one with the right depth to sit flush. Too shallow and the bracket will cut into the saddle bag and too proud and the screw head will rub on the saddle bag.

You just need to decide what sort of head you want as your bags will rub against the bolt head (unless these brackets have a recessed section for the bolt head) Whether this is an issue is dependent on the bag design and the bracket design. Some brackets have a kinked section where they bolt to the fender so this is not an issue, however these brackets look like they dont have that feature.
Interestingly, it looks like the HH saddlebag support setup uses 2 different bolts for the 2 front and 2 rear bolts per this: http://webshop.highwayhawk.com/websolutions/isheet/663-033.pdf
Just check that these indicated bolts match your existing bolt size and that your stock bolts are indeed 2 different lengths, and then go and buy 4 bolts in the right lengths.

Just dont get the bolts too long or they may impinge on the rear tyre when the shock bottoms out. You will need approx 30 mm longer bolts than the stock ones (dependent on how wide the the mounting point is on the saddlebag support) unless the already fitted stock bolt is really generous in length.
