I took two lengths of 1" square steel, cut a slot four inches up to remove some metal in one face, squeezed the resulting gap shut and welded the new seam. The resulting end that mounts in the luggage rack is sort of trapezoidal in shape. I had the the two tubes chrome plated ($30 each) and the backrest looks great and supports my wife's back just right now.
