On the 97' Vulcan 1500 Classic, no need for tape, a challenge to get the old shifter cover off in one piece but can be done. Push stock cover toward engine as far as possible. Insert small screw driver under rubber & pry away from shifter, spray WD-40 into small opening, leave small screw driver under rubber. With a rag in hand grab rubber sleeve & rotate pulling away from motor holding shifter arm with other hand. When you get to the shifter stop, the screw driver will help guide the rubber over the edge for a one piece removal. Alternative is to cut the sleeve off. I chose to save mine for later. Real bugger getting the OEM shift peg rubber off of the shifter. Put the new one on with little to no effort. Used electrical tape to adjust the right fit and crazy glue as per instructions.
