This hardware kit is for use with 2009 and newer Harley-Davidson FLH/FLT models that have NO filler panels between the rear fender and the saddle bags (NOT FOR FLHX models or FLHSE or FLTSE as they have filler panels). The instructions and text for this kit may state that they will fit with modifications to the panels, but this is not true for the HWK020 unit.
