The bag is rigid enough to sit across the bike without sagging. There are two straps attached to the front of the bag and one attached to the back. These loop around your rack and back through the buckles. I attach the strap on the back to my rack and two front straps to the solo seat rail rather than the rack. There are two additional straps which are seperate and attach to the 2 D rings on the bag and to a mounting point on the bike. I think that the solo seat rail allows me to mount this on a quite a small rack. I think it would be more difficult without the seat rail with such a small rack. Seems very secure on my bike anyway. Lots of nice little pockets and you can bungee your raingear to the top. Comes with a rain cover as well.
