One mode flashes 5 times, the other 3 times. However, my unit flashes 5 times in both modes. The only difference is that one mode flashes at a faster rate, while the other slower mode repeats the flashing. I called the manufacturer and they said the unit is normal, and that someone just forgot to start using the new updated packaging. The flasher from Radientz is better in that it's not as heavy, and has switches to change to different modes.
